Key changes in the statute:

- Every teen must hold a learner’s permit for 12 months before obtaining a restricted license or a full license.

- Teen drivers can’t have more than one non-sibling passenger under the age of 18 during the initial six months of having a full license. (The full license is still available starting at age 16.)

- During the initial six months of holding a full license, driving after 9 p.m. will be limited to driving to and from work or school.
